Former Union Workhouse, Wellington
The brown plaque http://www.geograph.org.uk/photo/3705356 on the wall of the Walker Street building records that this was the site of Union Workhouse from 1797-1877, then the Union Brewery and latterly part of the public library.

Edwardian section of a former public library in Wellington
The inscription on the Walker Street building shows that it was erected in commemoration of the coronation of King Edward VII, who was crowned in Westminster Abbey on August 9th 1902, aged 60.

The original Wellington Library
The inscription in the stonework high in the gable says that the place was 'Erected in Commemoration of the Coronation of King Edward VII', which would date it to sometime around 1901 or very soon thereafter. It's no longer operating as the library, and appears to be for sale or in the throes of conversion to alternative use.

Walker Street, Wellington
Modern Walker Street is a fairly nondescript road off Wellington town centre comprising a mixture of businesses and residential properties. In this view the single storey building houses insurance brokers. The origin of the name is from the time when fleeces were trodden or 'walked' here; the location was also used for sheep sales.
