Monument to the stupidity of lawyers
Presumably it is thought that people who cannot see the razor wire will nevertheless be able to read the notice. Perhaps the notice should be illuminated at night. More seriously, this razor wire and CCTV is a recent addition prompted by greater nervousness about sabotage of electricity substations.
