An inscription on the building states that prior to 1800, the public house was known as The Bell. Hence the name Bell Lane to the side of the building. The ornamental plasterwork on the side of the hotel is called "pargeting".

Hertford: the Salisbury Arms, Fore Street
The Salisbury Arms occupies a site used as a pub since at least the fifteenth century; at that time the pub was called the Bell, giving its name to Bell Lane that runs up the side of the site. The Cecil family (later Gascoyne-Cecil) have been major landowners in the area since Elizabethan times: Sir Robert Cecil (1563-1612), Lord Privy Seal under Elizabeth I and James I/VI, became Earl of Salisbury and the title was later upgraded to Marquess of Salisbury.
