An example of work in progress on pavement resurfacing http://www.geograph.org.uk/photo/1446576 in the Malpas area of Newport. Or rather, work suspended for the weekend.
There must be a master plan for the resurfacing work, but to the casual observer there is a seemingly haphazard patchwork of old pavement, new pavement and, as here, pavement being resurfaced.

Snow clearance, Laurel Crescent, Malpas, Newport
There was a snowfall ranging from 4 inches (10cm) at lower levels up to about 6 inches (15cm) at higher elevations in the city overnight January 5th/6th 2010.
Main roads were quickly cleared, but side roads remained mostly snow-covered, causing difficulties for drivers in the hillier parts of the city.
Laurel Crescent, as a side street, had to wait until Friday January 8th for snow clearance, taking place here at the corner of Rowan Way, which, being on a bus route, was cleared soon after the snowfall.

Snowy/icy pavement, Rowan Way, Newport
After a moderate snowfall five days earlier, Rowan Way roadway has been cleared of snow, but the pavements are covered in a mixture of ice and compacted snow. Viewed from the corner of Pillmawr Road on Christmas Day 2010.
