This station is used by Newport Bus buses, several of which are in view.
Other operators use the smaller Market Square bus station behind the camera.

Newport Bus Station from the top of Kingsway multistorey carpark
Local taxis, seen here in a line in the middle of the photo, also use the bus station site. When the first taxi service (horse-drawn of course) began in Newport in the mid 19th century, an observer commented that the supply of taxicabs far outweighed the demand. If this photo is a typical scene, that statement holds true a century and a half later.

Here, a First Somerset & Avon bus waits in Newport bus station.
On the left is a long line of taxis, waiting for customers. In the distance are the City Footbridge support masts. http://www.geograph.org.uk/photo/1477359

Kingsway bus stops near Newport Bus Station
In addition to the 31 bus bays in Newport Bus Station, there are terminus bus stops nearby, such as in Market Square. http://www.geograph.org.uk/photo/1941754
The stops seen here are on Kingsway, alongside the Riverfront Centre http://www.geograph.org.uk/photo/1451413 opposite the bus station.
Passengers are about to board an Edwards coach, probably on a coaching holiday.
Behind the second blue coach is a red Veolia bus, currently not in service.
