Part of the Peabody Trust, a charitable housing foundation set up in 1862 by the American financier and philanthropist George Peabody who made his fortune in Baltimore but became an influential figure in Britain. Among many other beneficial works on both sides of the Atlantic he founded the Peabody Trust to house the poor of London and expressly stated that his institutions were not to be used to nurture sectarian theology or political dissension. See http://www.peabody.org.uk/pages/GetPage.aspx?id=110 The plaque just visible to the left marks Alleyn House, built in 1883 and redeveloped/reopened in 1993.

Peabody Buildings
Considering that huge numbers of poor people in Victorian London lived in degradation and squalor in the so-called rookeries of the East End, this sort of model housing must have offered something akin to paradise. The aim of the construction was to "combine in the utmost possible degree the essentials of healthfulness, comfort, social enjoyment and economy" and as a result the infant mortality rate dropped rapidly. The dwellings are still in great demand today.
