At this point they have been running for over 16 miles, about 2/3 of the way round the course, so it's not surprising many of them are looking tired.

Big Ben on West Ferry Road
A unique costume, I believe. The runner - Lukas Bates - was trying to beat the World Record for "fastest marathon time dressed as a landmark". He failed, and made the news for the wrong reasons as the tower was too tall to get under the barrier at the finish line.

Derelict building on Westferry Road
This derelict steel-framed industrial building, once part of Shaw's Iron Bridge Works, is currently surrounded by hoardings pending demolition. The site is/was earmarked for the "Island Point" residential development http://www.glenkerrin.co.uk/islandpoint.aspx but its realisation seems uncertain in the recession.
