So ghostly as to be largely indecipherable - there may be more than one layer. I think it reads: "New Central W.M. Club" (presumably Working Men's Club)?

Micklegate House
The grandest house in one of the best streets in York. Micklegate House is by John Carr and was built in 1753 for John Bouchier [1710-1759] of Beningbrough Hall. A very grand town house for a very wealthy man.
