Built in 1894 as the Higher Grade School, it became the Municipal Secondary School in 1921, the date which appears on the frontage. Secondary School
The subtle variation in colouring shows that the two words are not of the same period. The word 'School' is original, matching the window lintels and string courses, but 'Secondary' is slightly darker and was clearly inserted (probably in place of 'Grade') when the school changed its designation in 1921 - see http://www.geograph.org.uk/photo/2812954 . The full lettering can be seen here http://www.geograph.org.uk/photo/2809351
