That is the name of the street. Presumably these are some of the villas, but on the other side of the street now is modern housing.

"Facilities" Mooring Near Little Venice
These bollards are for boats wishing to empty their elsans. The cob clearly did not want the Canada goose to enter his canal, they did a parallel "walk" backwards and forwards until the goose managed to sneak into the water much to the chagrin of the swan!
