I don't recall seeing a similar sign before. In this view http://www.geograph.org.uk/photo/4281169 taken earlier,
I referred to the feature as a kink, but it seems the correct term is chicane.

Kink in Eastwick Road, Taunton
Between the Lyngford Road http://www.geograph.org.uk/photo/4281125 junction behind the camera and the Buckland Road junction ahead, this is one of several kinks slightly modifying the course of Eastwick Road to slow down traffic through
a residential area. Later, I saw this http://www.geograph.org.uk/photo/4281256 sign which calls the kink a chicame.
