Yellow bikes have started appearing all over the city thanks to a recently launched dockless bike hire scheme. https://www.ofo.com/uk/en/press/4/Dockless-bike-hire-scheme-ofo-launches-in-Sheffield Not sure whether this one was abandoned because it couldn't cope with both the snow and the hill.
