No?...... an Electricity Meter!
A dusk view of the artistic installation off the A13. I really don’t know how the numbers relate to what is happening with Ford's wind turbines, except that they somehow indicate the RPM and the power output. See Image

"Striking But Is It Art?"
Most of the roundabouts on the junctions on this section of the A13 have some form of public artwork or sculpture on them. The blue lights on these monuments are controlled by the wind speed, turbine revolutions and power output of the Ford factory wind turbines See TQ4882 So the pattern of lights will be almost impossible ever to repeat. This picture was taken looking east.
