Ian Mikardo (9 July 1908 – 6 May 1993) was an influential Labour Party politician. He was MP for Reading from 1945 to 1959 and has a street in Lower Caversham named after him.

Managua is the capital of Nicaragua. Since 1994 Reading has been twinned with San Francisco Libre, one of its municipalities, which is presumably what is being acknowledged here.

The Edge of Town
Reading is a town that is too big for its Borough. South of the Thames it has expanded east and west into the neighbouring Berkshire authorities of Wokingham and Newbury. North of the river however, Oxfordshire is having none of it, and suburban development stops dead all along the county line. Those trees are in Oxfordshire.

An old bus shelter in Henley Road
A unique survivor from the 1930s, painted in the maroon and cream colours associated with Reading buses of the past (see old photo taken at the nearby route terminus Image ). In 2013 it was feared the Council might demolish the shelter because it was in a poor state of repair and did not conform with disability access. A petition was raised to try and save it http://www.bbc.co.uk/news/uk-england-berkshire-22142663 - we do not know the outcome.
