I've never noticed this road before, providing access to the terraces surrounding Outer Circle. I'm guessing Mac Farren is the council's clumsy version of MacFarren who was a musician George MacFarren from the adjacent Royal Academy of Music which backs on to York Terrace East. https://en.wikipedia.org/wiki/George_Alexander_Macfarren
