The symbols or arms of the Marquess of Abergavenny I believe, the Nevill or Neville family who over the centuries held the titles Lord of Abergavenny, Earl of Abergavenny and today Marquess.
Nearby Nevill Hall was a seat until the early 20th century.

Brecon Road gas installation, Abergavenny
The Wales & West Utilities (WWU) gas installation is on the north side of the A40 Brecon Road.
