Footbridge to Laxton Way
The path from which the picture is taken now skirts a modern housing development. The bridge crosses the branch line to Sheerness.
I used to have a plastic model of a bridge exactly like this one on my model railway when I was a child!

Vicarage Road / Quinton Road railway bridge
This hump back bridge on a bend has been made safer by installing traffic lights, narrowing the roadway, and making part of the bridge pedestrian only.
Regarding the road name - the name of the road changes somewhere close to the bridge. It is likely that the bridge itself is actually in the part named Vicarage Road, though the photographer is probably standing in Quinton Road.
