Wales, Powys and Hay-on-Wye boundary signs
The signs are located in a grass triangle on the side of Hardwicke Road. Garibaldi Terrace is in the background. The signs are misplaced. They should be alongside the corresponding sign http://www.geograph.org.uk/photo/2983174 for England, Herefordshire and Cusop, which is located at the border.

Leaving Wales
The road here curves around the edge of Hay towards the Dulas Brook which defines the border with England, crossing from Powys (formerly Breconshire/Sir Brecheiniog) into Herefordshire.
Hay, originally The Hay, was a defended Norman border town whose name means the enclosure (la haie). Different parts of it used to be known locally as English Hay and Welsh Hay.
