Looking from Pierhead Street to Roath Basin
I think this would have been the access to the Bute East Dock, now landlocked and behind the photographer.

An arm off the Roath Basin, Cardiff
This may well have been a former dry dock that is now flanked on both sides by modern accommodation. The water level is obviously a little high in the system as seen on the left where a path is submerged.

Flooding at Roath Basin
This flooding is not an uncommon sight here, especially during spring tides. The difference between normal tidal flooding and this is that it stays like this for a few days when the tides are high! The basin isn't part of the Cardiff Bay - rather it's sea water, filled from the nearby docks and I guess the water level is kept as high as possible for the docks. As for why the footpath to the right is regularly a couple of feet under water is either a miscalculation by planners or alternatively planners making the best of a bad situation.
