I'm not sure which local authority put this sign up - I'd guess Castlereagh Rural District Council as Dundonald was incorporated into the Castlereagh Borough in the reforms of 1973. Probably original to the street - which sprung up in the 1960s.

Burton Avenue bus stop, Dundonald (November 2014)
The outward bus stop on the Upper Newtownards Road, immediately before the Dunlady Road, across from Burton Avenue, currently served by all Metro and Ulsterbus services. 4X is a new service due to start on 1 December 2014. It’s shown as operating during the morning and evening peaks between the park and ride car park and Donegall Square West. Unlike other Metro “4” services it will have pick-up/set-down restrictions. The route is via the Albert Bridge, Connswater and the Upper Newtownards Road.
