The bridges here are still those originally provided in 1973 for a conventional roundabout junction over a 3-lane (plus "hard shoulder") motorway. When the section between junctions 1a and 3 was widened in 1997/98 a decision was clearly taken to sacrifice the emergency lane at each structure, rather than incur rebuilding costs.
