Question Asked

To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the potential merits of making all smart meter derogations subject to randomised control trials.

Answer

The Government agreed in its ‘In Home Display Licence Conditions: Consultation response’ document published in February 2016 to introduce a derogation process for suppliers to apply to my rt. hon. Friend the Secretary of State to undertake trials of innovative In Home Display alternatives with consumers when installing smart meters:

As set out in the consultation response, the Department is preparing guidance to help suppliers develop derogation proposals. This will include guidance on the use of a range of different research designs and methods, including randomised control trials and other approaches to generating robust evidence.
