Answer
The Government agreed in its ‘In Home Display Licence Conditions: Consultation response’ document published in February 2016 to introduce a derogation process for suppliers to apply to my rt. hon. Friend the Secretary of State to undertake trials of innovative In Home Display alternatives when installing smart meters:

As set out in the consultation response, one of the key trial requirements on which applications will be assessed is how suppliers will consider the needs of all energy customers when providing them a data engagement tool, including those with accessibility needs.
