Answer
The High Risk Wealth Programme was introduced in 2017-18.
It is HMRC’s duty to ensure everyone pays the right tax under the law, regardless of wealth or status.
HMRC’s compliance approach to the Wealthy Customer Group brought in an estimated £2.5 billion in compliance yield in 2021-22. This is tax that would otherwise have gone unpaid without HMRC’s intervention. HRWP is just one aspect of our compliance approach, you can find out more about HMRC’s compliance approach here.
The programme is reserved for our most complex and highest risk cases, and we therefore do not expect a large number of cases to enter these programmes each year. Over 2017-18 to 2021-22, two thirds of cases considered were included in the High Risk Wealth Programme (HRWP).
