leave out from 'failed' to the end and add 'has entered into a perfectly legal transaction which has allowed his neighbour to live in much improved conditions for the rest of his life; that modernisation work worth far more than the Right to Buy discount has been carried out for the benefit of his neighbour; that the honourable Member may have to wait many years before having the advantage of the freehold; and believes that individuals have a right to make provision for their comfort and security in old age.'.
