PARLIAMENTARY EARLY DAY MOTION
LICENSING REFORM (11 July 2002)

Motion Details

That this House applauds the Government's commitment to allow public houses, bars and clubs in England and Wales to open when they choose subject to measures to protect the local community from excessive noise and disturbance; notes the decision of the Isle of Man Government to allow public houses, bars and clubs to choose their opening hours in July 2001 and the resultant sharp decline in alcohol-related disorder; further notes that the 36 hour opening of pubs over the New Year period 2001-02 was seen by all involved as a success; believes that more flexible licensing laws will mean greater choice for consumers, that varied closing times will mean less alcohol-related noise and disturbance late at night and reduce pressure on police time and late night transport and a more relaxed approach will help stamp out binge drinking; firmly believes that a more relaxed approach will benefit all and allow citizens and visitors alike greater freedom and choice as to where and when to relax with a drink; therefore supports the CAMRA's Time for Choice campaign; and urges the Government to press ahead with legislation to introduce more flexible opening hours for public houses, bars and clubs across England and Wales.
