Deflection wall
I have seen this sort of structure (to ensure water turns a corner and does not wash up onto the adjacent road) on a larger scale for dam overflows, but never in a roadside ditch. But the stream entering through this concrete culvert appears to drain a large area of the steep eastern slope of Coopers Hill, so may well be subject to high flows in flash floods.

This distinctive building is in fact grade 2 listed (list entry number 1378021). Listed as a "service station" it is now used for selling expensive cars. But then this is the "Surrey stockbroker belt". It opened in 1929, 6 years before the bypass was completed.
