An abrupt narrowing of, ironically, Lower Broad Path, and the piece of red cloth is presumably a warning. I'm baffled by the bumpy road sign with diagonal red lines across it. I can't see either on Streetview.

Gabriel Court Hotel
As Hill House, the building has its origins in the C15. The house became a hotel in 1924 (the "Gabriel Court Hotel" from 1939) but has now closed and been redeveloped.
