Crossways Shopping Centre, Paignton
The mall was built in the 1960s, and descends from Torquay Road to Hyde Road beneath a multistorey car park. According to the Torbay Retail Study http://www.torbay.gov.uk/torbay-retail-study-summary.pdf , this is one of the locations which detracts from the "potential attractiveness of the town centre".
