The Welsh Bridge, Shrewsbury
Taken from close to the bridge on Smithfield Road, looking north-west. At http://www.photosofshropshire.co.uk/ViewImage.aspx?ImageID=358 you can see this location on the Severn River in full flood in February 1946, taken from almost the same camera position.
