Monxton - Bird Of Prey ?
At first I thought this was a bird of prey as it hovered over the watercress beds, then it started making erratic movements and I then realised it was kite (of the toy variety) tethered to a pole to scare away birds.

Water cress needs to grow in pure running water, preferably with a high pH. The Pill Hill Brook provides there things for this site.
