Car stopped on carriageway, southbound M23
Most of the M23 has been converted into one of the perilous 'smart' motorways with no hard shoulder, barriers preventing access to a soft shoulder, and safety refuges at infrequent intervals. This is between refuges 2.1 km apart, reaching the next required a hill to be surmounted. The car evidently could not manage the final 450 yards, and stopped on the carriageway just before the top of the hill. The lane was closed as the stoppage had been detected, how long does detection take?
