Cycle Lane, Merstham, Surrey
I don't believe that it should be a hanging offence for first time offenders.
The good news is that the speed limit, through Merstham, is 30 mph, and most cyclists come down this fast hill at ..... 30mph. So; having to cycle amongst the other traffic is no great problem.
However, the cycle lane in the other direction is more of an issue; "blind" bend, with most cyclists doing 15/20mph at this point.
The cause? Too many people driving to the station in order to commute.

The Railway Arms, Merstham
The building dates back to c.1700 and has "locally listed" status. What the relevance is of a Great Western engine (on the pub sign) in what is very much Southern Railway territory is a mystery!
