Preston Town Hall, from the Guild Hall balcony
The Mayor's official car is parked in front of Preston Town Hall. Presumably, since Preston was made a city in the Queen's Golden Jubilee year of 2002, this is in fact the City Hall.

Preston Town Hall, Lancaster Street
Built 1933-34 as municipal office building, this now the town hall since the original Victorian town hall designed by George Gilbert Scott was destroyed by a fire in 1947. It is a grade II listed building (English Heritage Building ID: 392062 http://www.britishlistedbuildings.co.uk/en-392062-town-hall-lancashire British Listed Buildings).
