These boats were probably going nowhere as the whole country was in lockdown and following HM Government instructions to keep travel to a minimum as there was a worldwide Coronavirus pandemic with 1,000s of people dying around the globe.

The former White Horse, West End
Viewed from the river, the only indication that this boarded up building used to be a pub was the post, lacking its sign.
We do not know when it was closed, but since this picture was taken the building has been renovated and converted to a house. It is mentioned in a riverside trail provided by March Museum http://www.marchmuseum.co.uk/walks3.html .
