I'm grateful to Albert Bridge, who has unearthed the information that Oban's "Municipal Buildings" are to a design by Alexander Shairp, with construction starting in 1897. Details may be found: http://www.scottisharchitects.org.uk/building_full.php?id=219780
The building and the lamp standards are Category B listed.
