No idea who Squire Barrett was.
Update:- Looking at my own picture of nearby Milton Manor Image I see that this is the caption.
"An elegant 18th century house built by Inigo Jones for Bryant Barrett, lacemaker to King George III."
So it looks like I've answered my own question.

Tree aged thirty-six but first planted in 1911
