Oh no it's not!
This plaque is not attached to a steam powered anything. It is a Massey pneumatic hammer with an integral compressor. A once common device and not to be confused with a steam hammer. The hammer is seen here - Image but the angle hides its true nature. As soon as we pulled up in the car park we could see it could in no way be called a steam hammer.
