Caerphilly County Borough Council's parking rules
The notice is on display at the car park in Herbert Avenue, Pontymister.
Among the many conditions of parking here is one that you must use it only for parking. Activities specifically excluded are :
Reckless driving, loitering, music, eating, drinking, skateboarding, skating, ball games, trading, camping, sleeping, cooking, washing of vehicles or vehicle repair (except in emergency).
The car park is unmanned, so presumably occasional visits are made by council employees to ensure that the rules are being followed.

Viewed from the corner of Herbert Avenue, the bridge carries the Cardiff to Ebbw Vale railway line across the B4591. Pedestrians use the tunnel on the right.

Looking down Herbert Avenue, Pontymister
Double yellow lines on both sides of the road prevent parking on this part of Herbert Avenue, but off-road parking is available. There is a small area on the right, occupied by cars. A little further along, just out of sight on the right, is a much bigger parking area.

Along this part of Herbert Avenue, there are houses only on the north side of the road. To the south is the Cardiff to Ebbw Vale railway line ; to the north, the Monmouthshire and Brecon canal.
