Brenchley Gardens, off St. Faith's Street, ME14
Maidstone Borough Council says http://www.maidstone.gov.uk/leisure_and_culture/parks_and_open_spaces/parks_and_open_spaces_-_inform/brenchley_gardens.aspx that the gardens "provide an oasis of calm in contrast to the bustling shopping streets."
The stone "monument" (half right) is a decorative pinnacle from the roof of the Houses of Parliament in Westminster, London. It was presented to the Mayor after World War II as Brenchley Gardens lost the Gatehouse through being bombed.
