Mills like this once were commonplace in this area of Lancashire, this one looks to be still in use, but no longer spinning cotton.

Bridge & mill
This bridge is at the Atherton end of "The Valley"; the stream runs behind "Rope & Anchor" pub just visible to far right of photo. The old mill still dominates, though there is no spinning or weaving in the town now as far as I know.
