The old town cross, Kinross
The inscription reads "The old town cross | removed 1824 | restored 1886". The chain is the remains of the "jougs" - an iron collar used as a punishment.

Kinross mercat cross, Sandport
The inscription explains that the cross was removed from the High Street to this location in 1824. The chain hanging from the shaft is a relic of the Kinross jougs. https://en.wikipedia.org/wiki/Jougs
