The wording under the no entry sign is "Including Horses". Not a standard example from the Highway Code: it appears from the mapping that the road is a bridleway up to this point, where it has been made one way.

Old Footbridge, Cobham
The bridge spanning Tartar Hill is no longer to be seen. Traffic here is much lighter since the new dualled A3 was built, bypassing Cobham to the north. The hill takes its name from a pub which stood here. http://en.wikipedia.org/wiki/Cobham,_Surrey

Specialist Shop, Cobham
"The Specialist Piano Company" at the corner of Anyards Road and Tartar Hill in Cobham. Tartar Hill is on the former A3 London-Portsmouth Road. It is still busy, leading traffic to the modern A3.

Tartar Hill
Mock Tudor dressings on houses in Cobham. This was the main London-Portsmouth road but is now bypassed by the modern A3 dual carriageway. Nevertheless, it is still a very busy road, feeding traffic to and from the Cobham Junction on the A3. Presumably the hill took its name from The Tartar inn.
