Is it an Orrery?
An orrery is "a mechanical model, usually clockwork, devised to represent the motions of the earth and moon (and sometimes also the planets) around the sun". This doesn't look as if it has any mechanism so it is probably just a fanciful sculpture. I will, of course, be happy to be corrected or to receive any information about it.

At least you cannot step in it
While the message is sound, the sign appears too large and brash and is really a bit of an eyesore in a lovely place.
