From the name I would guess that this road was constructed, perhaps in the early 19C, to provide a better route than Jagger Green Dean.

A good example of a trough with multiple compartments, in this case four of them filling in sequence, each overflowing to the next. Despite all the rain recently only the first was full. This trough is marked on the 1850 6" map.
