In full blossom
Beside one of the paths through the park. it's most likely to be a hybrid flowering cherry, the seagull cherry (Prunus 'Umineko') a cross between Fuji cherry (P. incisa) and Oshima cherry (P. speciosa). It has white flowers with pink reproductive parts, which smother its steep branches. It flowers earlier than wild cherry and 'Kanzan'. The subsequent leaves should be green with deep double teeth.
