The building with scaffolding erected to roof level is the White Hart Inn and next door the Town Hall’s clock seems to be receiving attention, judging by the scaffolding tower that has been erected up to its level. The White Hart Inn is a grade II listed building dating from the 18th century http://www.britishlistedbuildings.co.uk/en-175108-the-white-hart-inn-hythe-kent
