Cycle Rack and Southend Station
If you go to Scandinavia or the low countries there would be facilities for hundreds of bicycles outside a terminal railway station. On a visit to Copenhagen a few years ago I was amazed to see many thousands of cycles outside the main station, most of them unlocked. When I asked a local "don't they get stolen?" the reply was "nobody would leave a decent cycle by the station". I responded "In the UK 100s would be taken just for the scrap value however wrecked they were.".
The reason the station looks so quiet can be seen at

Clacton-on-Sea: Clacton Town Hall
Clacton Town Hall is now the head office of Tendring District Council, which administers all of the area to the east of Colchester. Previously it was the main office of Clacton Urban District Council.
The town hall was completed in 1931 to the designs of Sir Brumwell Thomas in Neo-Georgian style, with brown brick in English bond with stone dressings and hipped or mansard pantiled roofs. Its floor plan covers an area of about 65 x 40 metres or about 2,600 square metres, and it included a theatre and library when it was built. It is a Grade II Listed Building.
This is the main, eastern, frontage on Station Road.
