Tower 60 has been a private residence since renovation was completed in 1986, prior to that it was still being used by the military as an observation post into the 1970s. Full history can be found http://www.martello-towers.co.uk/south-coast/towers/60.htm . No idea why a Chinese and Australian flag are flying outside.

Martello tower, Leyland Road
Constructed in 1806 as one of a series of towers lining the south coast to defend against invasion by Napoleonic forces, it was converted to residential use c. 1985 and stands out among the surrounding dwellings.
