The urban equivalent of the rural Quiet Lane scheme, Home Zones are a sort of reclaim the streets initiative aimed at making places pleasanter for people by preventing through traffic and random parking.
The blue signs show that Cedar Grove has been designated a Home Zone.

Passive smoking is indeed a problem and someone here obviously has strong views on the subject.
"Tantamount" is a wonderful old word. You'd never see it on an official sign.
